When F8 will not boot into Safe Mode in Windows Vista

These steps will force booting into “Safe Mode”
===================================================

Start Button
msconfig => loads System Configuration Window
Boot (tab)
Check Safe Boot/Minimal
Restart

After using Safe Mode return and clear the Safe Boot/Minimal checkbox.
